Job Description – Accounts Assistant

Protecting Environment and Children Everywhere (PEaCE) is a registered Non-Governmental organisation under the Voluntary Social Services Organisations Act in Sri Lanka. It is the only organisation within the nation, working exclusively in the field of child sexual abuse and exploitation.

It began in the year of 1991 as a campaign that was part of the ECPAT International initiative to End Child Prostitution, Child Pornography and the Trafficking of Children for Sexual Purposes. As a pioneer organization, it has continued to dedicate itself to the war against Commercial Sexual Exploitation of Children (CSEC) in Sri Lanka for over 25 years.

The programs conducted by PEaCE have included country-wide awareness programs, training, advocacy, legal aid and counselling services. Recently, the organization also began to work against Online Child Sexual Exploitation and Abuse (OCSEA), in order to keep up with the changing times and the new challenges it brings.

PEaCE aims to protect and promote the rights of every child and create an environment in which the safety and security of every child is assured. It is a growing multicultural organization, with a great and friendly working environment.

PEaCE has secured a 2-year grant from the Commonwealth Fund to work exclusively on OCSEA and is looking for dynamic, efficient and committed individuals for several positions.

Position Summary


You, as the Accounts Assistant, will be responsible for the accounts of Project End Sexual Exploitation of Children Online and will also assist in other financial work. You will have to create the reports and submit it to the Finance and Admin Manager, who you will be reporting to.

Key Responsibilities
  • Working directly with the Project Manager and Finance and Admin Manager to maintain the basic finances and reporting pertaining to the project which will keep it running smoothly.
  • Calculate and check to make sure payments, amounts and records are correct.
  • Prepare periodic reports that compare budgeted costs to actual expenditures.
  • Ensure timely and accurate data entry into the computerized accounting system
  • Make sure ledger and accounts are accurate, accessible and up to date.
  • Take daily backups of the computer system.
  • Make all the cheque payments in a timely manner, and make sure the cheque books are kept under safe custody.
  • Ensure that internal financial control systems are in place and operating for all bank transactions, and necessary documents are attached.
  • Monitor bank balances and keep the Executive Director informed.
  • Raise payment vouchers ensuring internal control systems are in place.
  • Prepare month-end project financial documents such as bank reconciliations.
  • Make sure working advances are settled as soon as the program is over. Report the long outstanding float to Executive Director.
  • Prepare all necessary financial documents (voucher, receipt, invoice, ledger, petty cash, journal, bank statements etc.) and support the relevant officers in the conducting of effective External and Internal Audits.
  • Assist in the project reports when required.
  • File and maintain all documents relating to project accounts.
  • Any other duties assigned by the Finance Manager.

Qualifications & Experience
  • Accounting degree or an equivalent professional qualification
  • Proven knowledge of accepted accounting practices and principles
  • A good command of written and spoken English and Sinhala/Tamil
  • Knowledge and experience of computerized accounting systems
  • 3+ years of experience in the managing of financial systems and financial reporting.
  • Experience working non-profit organizational accounting will be an advantage
  • Be self-motivated and able to work on your own initiatives

Position Summary


You, as the Legal and Advocacy Officer, will provide legal services and support to the beneficiaries of the Project End Sexual Exploitation of Children Online and its varied stakeholders, to strengthen their efforts to prevent children from online sexual exploitation and abuse. You will also advocate and lobby for the creation of new and improved laws, national policies and procedures to protect children against OCSEA. You will also be the principal contact point regarding legal matters for any child victims identified through PEaCE.

Key Responsibilities
  • Equip the law enforcement authorities with the necessary legal knowledge and tools, so that they can skilfully respond to the complex emerging trends of online sexual exploitation of children to achieve higher prosecution and conviction rates.
  • Collect reliable information on the operation of online sexual exploitation and child sex tourists and travellers, networks, mode of operation etc. to communicate with the relevant authorities.
  • Liaise with the officers in the relevant law enforcement authorities, National Child Protection Authority, and Department of Probation and Childcare in order to ensure that the offender is brought to book and the victim receives justice and remedies.
  • Monitor the print and electronic media and conduct investigations into reports of CSEC (i.e. conduct interviews and facilitate legal, medical or psychological examinations).
  • Review and identify gaps, disconnects, anomalies and/or inequalities in the existing laws and policies regarding OCSEA and other forms of Commercial Sexual Exploitation of Children and advocating for the necessary amendments / new laws and policies.
  • Enable the capacitation of judges and law enforcement officers on the risks of cyber security, internet, IT and Mobile Communication, and the investigation methods to use for OCSEA
  • Implement a complaint mechanism against OCSEA and SECTT amongst the target groups of the general public.
  • Provide legal aid and support services for OCSEA victims.
  • Develop a law enforcement procedural manual on OCSEA and SECTT.
  • Conduct awareness programs on laws and policies regarding OCSEA and SECTT. for parties involved with the travel and tourist industry, telecommunication services and other related industries.
  • Introduce advocacy tools and techniques to other NGOs and community based organizations.
  • Advocate for incorporation of a component on OCSEA and SECTT in the Police Training College and in-service curricular.

Minimum Requirements / Qualifications
  • Qualification of Attorney-at-Law or a degree in Law from a recognized institution
  • Fair knowledge of current Sri Lankan laws, especially child related ones
  • Knowledge of international child rights mechanisms will be an advantage
  • 2-year experience in the law field
  • A strong commitment towards the rights of children
  • Excellent interpersonal skills and communication skills
  • Fluency in written and spoken English and Sinhala/Tamil (Trilingual expertise is desirable)
  • Be self-motivated and able to work on your own initiative
  • Good report writing skills

Position Summary


You, as a project officer, will be part of the team that is responsible for planning, executing, developing, implementing and maintaining all the activities that will be included as part of the project End Sexual Exploitation of Children Online. As such, you will report to the Project Manager and will have to work as a cohesive unit with your team in order to complete all the necessary requirements. This job will be based in our Colombo Office, but will require extensive travelling.

Key Responsibilities
  • Be part of a team responsible for the overall delivery of planned programs, outputs, targets and activities.
  • Be responsible for the development and delivery of the project activities
  • Collate information and data as directed, to support the needs of the project, ensuring the accuracy and validity of the data
  • Organise and co-ordinate attendance at project-related events (seminars, workshops, consultations etc.)
  • Assist in setting the standards for the project and ensure they are maintained, identifying and implementing improvements as appropriate. Evaluate the success of processes to support future programme delivery
  • Conduct training on Child Safety Online and introduce child friendly interview techniques for interviewing victims.
  • Take an active role in acquiring resources and working with team members, external resource persons, agencies or consultants in order to deliver projects according to plan.
  • Work closely with the Project Manager, the Project team and other staff
  • Coordinate with the relevant state and non-state agencies, and individuals for effective implementation of the activities at the district, divisional and village levels.
  • Conduct awareness programmes on Child Rights and OCSEA for stakeholders including high risk families, children, youth, civil society organisations (CSOs), child protection groups, state and private sector employees and law enforcement authorities.
  • Establish and strengthen family and community based safety nets to protect children at risk
  • Conduct programmes to sensitize personnel in telecommunications service providers about Online Sexual Exploitation and Abuse (OCSEA)
  • Link families with children at risk with other Organizations providing psychosocial counselling and rehabilitation
  • Introduce Child Safety Policies for CSOs, working for and with children
  • Engage civil society organizations to work as a Child Abuse and Protection pressure group to follow up on cases relating to child protection with law.
  • Undertake any other related tasks entrusted by the Project Manager

Minimum Requirements / Qualifications
  • Bachelor's Degree in related field, with proven skills in ICT
  • 2-year experience in field work
  • A strong commitment towards the rights of children
  • Excellent interpersonal skills and communication skills

Position Summary


You, as the project manager, will hold the senior position for the project End Sexual Exploitation of Children Online. As such you will report directly to the Executive Director, will have to be fully responsible for implementation of the project, and will have to oversee a team of staff.

Key Responsibilities
  • Ensure high quality and robust project planning, implementation, monitoring and evaluation, communication of progress and results, project fund management and reporting
  • Adhere to strict deadlines for all programs and activities, and ensure that they are within the specific budget.
  • Acquire resources and coordinate the efforts of team members, external resource persons, agencies or consultants in order to deliver the project according to plan.
  • Be responsible for setting the standards for the project and ensure that they are maintained, identifying and implementing improvements as appropriate.
  • Act as principal liaison for the project and deal with relevant governmental and non-governmental bodies, and when required on the international level, to ensure the smooth progression of the project as required.
  • Work closely with governmental, legal, civil society organizations and industrial partners to ensure that clearly identified project milestones are achieved, taking remedial action where necessary.
  • Conducting training programmes for civil society representatives, law enforcement officers and other related stakeholders to educate and make interventions in preventing all forms of sexual exploitation of children
  • Organise programs and annual campaigns for the public, to create awareness and end sexual exploitation of children online
  • Develop an Advocacy Strategy to engage national and district level associations.
  • Advocate for the creation and incorporation of policies and procedures that will help prevent OCSEA. Organize joint advocacy initiatives and programs to enhance current laws, policies and procedures for this target.
  • Ensure that the programmes implemented are child-led initiatives whenever possible.
  • Engage state and non-state stakeholders, especially within ICT industry, in order to guarantee their participation in the project and forge a working relationship that will enhance the outcomes of the project.
  • Assist in the production and publication of print and digital educational material on OCSEA
  • Promoting the development and implementation of child safety measures with telecommunication service providers, and monitoring such measures
  • Undertake any other tasks entrusted by the CEO and the Board of Directors.
  • Work closely with the Web Officer, Information Officer, the rest of the Project team and all other staff.

Minimum Requirements / Qualifications
  • Bachelor's Degree in related field, with proven skills in ICT
  • Proven track record in project management
  • 3+ year management experience.

Position Summary


You as the Web Officer will be responsible for all IT related technical work, training and implementation in the Project End Sexual Exploitation of Children Online. As such you will report directly to the Executive Director, but will have to coordinate with the Project Manager, the Project Team, the rest of the staff, and possibly a number of external personnel who will be involved in the project. You will be based in Colombo, but may need to travel occasionally.

Key Responsibilities
  • Develop and support online best practices and safety tools regarding safeguarding children, alongside the Project Manager & Officers of the project.
  • Ensure that the project related online resources, IT systems, IT related training are maintained and up to date.
  • Provide advice and support with regards to web based systems and the related technology in order to maintain and uphold the highest standards of child safety.
  • Work with local and international contacts to ensure that there is a transparent system for monitoring, review and auditing all aspects of Online Child Safety.
  • Ensure that the project adheres to and implements this system, and deal with the necessary maintenance required.
  • Assist with the identification of training needs in order to ensure capacity building of key societal members and groups with regard to actions for online child protection.
  • Take an active role in the promotion, advocacy, design and organization of related training activities.
  • Provide necessary input toward the preparation of documents to be shared internally, as well as with external agencies and the public.
  • Monitor generally accessible social media and other forums for penetration and identification of sexual abuse and exploitation materials that affect children.
  • Collect, analyse and produce regular reports with regard to the implementation and maintenance of online safeguarding policies, and incident monitoring.
  • Work closely with the Executive Director, Project Manager, Information Officer and the rest of the Project team.

Minimum Requirements / Qualifications
  • Bachelor's Degree/Post graduate qualification in IT related field
  • Proven Cyber Security expertise will be an advantage
  • 2-year experience in a humanitarian environment.
  • A strong commitment towards the rights of children
  • Excellent interpersonal skills and communication skills
  • Fluency in written and spoken English and Sinhala/Tamil.
  • Be self-motivated and able to work on your own initiative
  • Good report writing skills.
  • Web monitoring and evaluation experience
  • Experience in web technologies, including content management systems, HTML, Javascript, Dreamweaver, together with strong IT skills
